Zangge Mining Selected as an Exemplary Case of Internal Control Among Listed Companies in 2026
Recently, the China Association for Public Companies (CAPCO) held an event in Qingdao to announce the results of its 2026 Exemplary Cases of Internal Control Among Listed Companies selection and facilitate the exchange of best practices. Zangge Mining’s submitted case, entitled “Zangge Mining: Innovative Practices in Applying a Three-Dimensional Governance Framework to Engineering Construction in the Salt Lake Chemical Industry,” was selected as an exemplary case.
The selection was open to listed companies across the Chinese capital market and received more than 300 submissions. Following preliminary screening, expert evaluation, and consultations with regional offices of the China Securities Regulatory Commission and stock exchanges, cases submitted by 127 companies were ultimately selected as exemplary cases. These cases will be compiled into a publication to serve as references for listed companies seeking to strengthen their internal control systems.

The case submitted by Zangge Mining reflects the characteristics of the salt lake chemical industry, including its heavy reliance on natural resources, lengthy production process chains, and substantial investment in engineering projects. Focusing on engineering construction, an area characterized by significant capital investment and complex management procedures, the Company has established an internal control mechanism built around three dimensions: institutional development, authorization management, and closed-loop process control.
In terms of institutional development, the Company has clarified control requirements and responsibilities at each stage, while standardizing policies and implementation standards. In authorization management, it has clearly defined approval authorities and hierarchical approval requirements, reduced discretionary decision-making, and strengthened safeguards against unauthorized actions and activities conducted outside established management procedures. Regarding closed-loop process control, the mechanism covers key stages including project initiation, tendering and procurement, contract management, fund disbursement, and project completion acceptance, ensuring comprehensive documentation and traceability throughout the entire process.
Meanwhile, the Company has advanced the registration of individuals with specified relationships to personnel in key positions, strengthening the prevention of conflicts of interest and integrity-related risks at their source. These mechanisms have now been implemented in the Company’s engineering construction projects, further reinforcing controls over critical processes.
Guided by the principles of “strengthening internal controls, preventing risks, and promoting compliance,” the Company will continue to enhance its internal control and risk management systems, improve mechanisms for risk identification, assessment, and response, and strengthen closed-loop rectification and accountability. It will also further develop its compliance management system and leverage information systems to embed key control requirements into operational processes, enhancing the consistency and traceability of management controls and further improving the Company’s standards of corporate governance and regulatory compliance as a listed company.
